The URV structures its planning system around strategic plans, on the one hand, and operational planning, on the other.

The Strategic Plan of the URV was drawn up in 1998, and it has been the general reference framework for the subsequent strategic plans of each unit (faculties, schools and departments) and sector. As far as the former are concerned, one was drawn up for each unit (a total of 30) and they were presented in October 1999.

As far as the sectorial plans are concerned, the Strategic Plan for Research was completed in December 2001 and, at present, the Strategic Plan for Teaching and the Strategic Plan for Students are being drafted.

The operational strategic planning has focused on developing programme contracts with each faculty, school and department.
