One of the aims of this vice-rectorate is to encourage students to participate in university life and, therefore, strengthen its associations. It also manages the 1st- and 2nd-cycle, and the collaboration grants.

One of main objectives is to link the University with its social environment. To do so, it organises cultural activities such as those of the Theatre Group, the Art Group, the URV choir and the XVI-XXI Orchestra, and others that help to reflect on current events, such as the Debating Group.It is also responsible for the services provided to the general public such as the Sports Office, the Language Service or URV Publications.
